Abstract

The research aims to determine the effectiveness of social assistance programs in improving in improving the welfare of underprivileged communities in Puger Dsitrict, Jember Regency. This type of research is qualitative research with a qualitative description approach. Informants in the research included beneficiary communities and social assistance program facilitators selected through purposive sampling techniques. Data were collected using observation, interviews, and documentation techniques. The research results show that the social assistance program in Puger District has had a significant positive impact in helping underprivileged communities meet basic needs such as food, education, and health, while simultaneously easing the economic burden on families. However, this research also found several main obstacles that influenced the program’s effectiveness. Challenges such as delays, inaccurate targeting, and inaccurate recipient data are obstacles that need ti be addressed. These problems are often caused by data collection system that are not up to date and less than optimal coordination between agencies. However, overall, this program is cinsidered successful in meeting the basic needs of underprivileged people and poviding real changes in their quality of life. Other positive impacts include increasing access to education for beneficiary children and reducing the economic burden on households. In addition, there is great potential to increase program sustainability by improving the real-time technology-based data collection system and strengthening coordination between the agencies involved.
