Understanding rules must be the first step to do in developing the competence- based curriculum in higher education, followed by understanding the concepts of the competence-based curriculum, the instructional and evaluation systems. Then, the formulation of vision, mission and the primary competence must be based upon the scientific visions and market signals. Scientific vision can be conducted through the scientific meeting with similar study programs or through expert validation. Market signals are obtained from the analysis of occupation, tracer study, and scientific meeting with stakeholders. In order for the competences formulated in the curriculum, the instructional and evaluation systems selected must be appropriate and effective in attaining the basic competences having been targeted.en_US
