"Ijen Golden Triangle", The Ijen plateau, is the producer of Arabica Coffee which is controlled by PTPN
XII has inspired the farmers around its area, especially Sumberwringin sub-district. The Farmers in
Sukorejo Village, Rejoagung Village and Sumberwringin village in Sumberwringin sub-district have a
habit of planting Robusta Coffee which has been carried out by their ancestors. They are accustomed to
growing coffee carelessly so that the results of coffee plantations cannot be used for their living. This
research is dissected with the theory of "Economic Dualism" and use the Historical Method. The
population that is used as the main object of the study is the coffee farmer in Sumberwringin sub-district
(Sumberwringin Village, Rejoagung Village and Sukorejo Village) Bondowoso District. The results of
this study provide information about the efforts made by Regent Amin Said Husni to prosper the farmers
by planting Arabica Coffee Clusters as it is done by PTPN XII. The Arabica Coffee Cluster is more
expensive than Robusta coffee and it becomes the strategy to survive. Regent Amin Said Husni strived to
collaborate with Perhutani to enlarge the coffee area, in collaboration with Bank Indonesia (BI) to
establish an Output Processing Unit (UPH), in collaboration with Bank Jatim to help the capital of the
farmers coffee, in collaboration with Koka Research Center Jember to train and foster coffee farmers in
planting and processing coffee, collaborating with coffee exporters PT Indokom, and also collaborating
with the Indonesian Coffee Farmers Association (APEKI) Bondowoso to protect coffee farmers.
