In addition, this area is a downstream area and there are five rivers through this area; Kedunglarangan river, Teluh river, Masangan river, and Raci river. The risk of flood caused by a combination of threats and vulnerabilities. Disaster risk reduction can be done by minimizing vulnerability or increasing capacity. Therefore, capacity assessment is needed to identify capacity of region for dealing with disaster. The study aimed to determine capacity levels of area for dealing with disaster. This research was conducted descriptively with a quantitative approach. The research areas were flood area inundation by 2013 in Bangil subdistrict as many as six villages. The capacity level of flood was determined by using a matrix that connecting the level of threat with the capacity index. The result of that matrix showed that the capacity level in Bangil subdistrict had different levels. High capacity level located in Kalianyar village and Kalirejo village, medium capacity level were in Manaruwi village, and low capacity level located in three villages were Tambakan village, Latek villange, and Masangan village. Villages with a low capacity levels need attention to build capacity and risk reduction through developing disaster resilient villages as well as allocating facilities and infrastructure of disaster management that evenly as needed | en_US |
