Abstract

The dynamic that occurs in international relations always impacts in the dynamics of a nation’s security. This is happening because the spectrum of international relations becoming a strategic environment of a nation’s security that framed in global, regional and domestic scope. It’s because of the consequence from globalization’s characters that emphasizes upon an intensive and continuous interaction. Indonesia’s contemporary security lied upon a susceptible condition from threats; it’s the enhancement of potential threat in Indonesia’s strategic environment that divided into threats scope internal and external. The enhancement of these potential threats has not been balanced with the enhancement of Indonesia’s fortress ability. For those cases, Indonesia executing the dynamicization of fortress to form the Minimum Essential Force. This posture of Minimum Essential Force has been re harmonized

with the geographic condition of Indonesia as an archipelago nation so that it can be minimized the threat’s enhancement. Furthermore, the development and procurement of the main tools of Indonesia’s weapons is directed into the fulfillment of Minimum Essential Force’s posture that harmonized with each priority scale of force. Military cooperation between Indonesia with Russia is being held in order to fulfill the Minimum Essential Force posture. This cooperation is based on intellectual’s process by doing some reviews upon available alternative ways. The reviews using cost and benefit analysis that has been done by Indonesia in order to posses the result’s optimization with the goal of a foreign policy’s making.
