ANALISIS PELAKSANAAN SAFETY PERMIT BERDASARKAN PROSEDUR SISTEM PERMIT TO WORK DI PT. PJB UBJ O&M PLTU PAITON

Abstract

Safety Permit was a required document before a particular job was done and was part of the risk control in Occupational Health and Safety administratively which aims to control all of the works that may pose a danger and losses. This research was conducted at PT. PJB UBJ O&M PLTU Paiton which aims to analyze the implementation of safety procedures based on PTW procedural systems. This research used a descriptive qualitative approach. Informants in the study were the safety officer, the operator and the foreman. Analysis of the data used to compile descriptive data based on the company's documentation procedures, informant interviews and field observations. A variable in this research are the stages of preparation, process and closing. The research was known that safety permit and PTW in implementation was very different. Safety permit was part of PTW form document risk assessment. The results revealed that overall safety procedures permit in PT. PJB UBJ O&M PLTU Paiton has based on the PTW system. But it was found discrepancies in the preparation stage, that was the isolation mounting system equipment on the LOTO and gas testing carried out by the safety officer who never received special training. The suggestion should be done by immediately implement PTW system, the responsible person was production department. At the preparation stage was recomended to implemen installation LOTO system immediatelly. Safety officer and operator should receive special training in the using of gas leak equipment. The work safety supervision system should be done continually, and gave a punishment to the personil that do a breach.
