| dc.description.abstract | The issue of poverty among coastal communities, particularly fishermen, is
heavily influenced by their primary activities and dependence on marine resources
as their sole livelihood. The lifestyle patterns of coastal communities significantly
impact family economies. The coastal area of Payangan Beach in the Jember
Regency is rich in natural resources, particularly in tourism. The limited human
resources among the coastal communities of Payangan result in insufficient
attention and the need for improved management of the surrounding natural
resources. Empowerment of the community, especially fishermen, needs to be
enhanced to raise awareness about the importance of environmental conservation
and sustainable utilization of natural resources. The research was conducted at
Payangan Beach, Jember Regency, from August to October 2023, with a focus on
empowering the fishing community through the development of natural resources.
Data collection methods included observation techniques, interviews, and
documentation. Subsequently, data analysis was carried out to draw conclusions
from the research findings. Payangan Beach in the village of Sumberrejo, Ambulu
District, Jember Regency, is still managed by the community without significant
government involvement. The low awareness of the community regarding the
importance of preserving and developing natural resources is a major obstacle,
highlighting the urgent need to enhance the quality of human resources in the
coastal area of Payangan. The coastal population is predominantly composed of
the elderly and children, with insufficient empowerment efforts from the
government. The primary activities still revolve around fishing and selling the
catch. The decline in tourism management at Payangan Beach is attributed to a
lack of innovation and government involvement, resulting in suboptimal tourism
management and the improvem ent of human resources in the area. | en_US |
