Denmark is known as a country with a strict refugee policy, yet Denmark managed to form a Special Act for Ukrainian refugees who had to flee the country for safety due to the Russian invasion to Ukraine in 2022. This research is aimed to find out about how Denmark managed to form a Special Act specifically to help manage Ukrainian refugees, despite the strict refugee policy that they have implemented for years. Nicholas Onuf’s speech act theory is used to analyze how Denmark’s parliament members construct their narrations of support for Special Act. Onuf’s constructivism is also used to analyze how did parliament members came up with their narration and justify their support for Special Act. The result shows that the Special Act can be formed due to the narrations of support that the parliament members uttered during the first reading session in the parliament. The narration was constructed due to several reasons, 1) Denmark’s previous experience of handling Ukrainian refugees, 2) helping refugees solely for their status as refugees, 3) a concern for European asylum system, and 4) cultural similarity between Danish and Ukrainian people.en_US
