Abstract
Village-owned enterprise (BUMDes) which is a pillar of economic activity in village serves
as a social institution and commercial institution. BUMDes as a social institution is in the side
of community interests through its contribution in the provision of social services. Meanwhile,
as a commercial institution is profit-oriented by offering local resources (goods and services) to
market. In conducting its business, the principles of efficiency and effectiveness should always
be emphasized. BUMDes as a legal entity is established based applicable legislation procedures
and in accordance with the agreement built up in the village community. This research used
qualitative methods. The determination of key informants used purposive sampling, and
additional informants were determined by snowball sampling. Data were collected by
observation, interview, and documentation. Testing data validity this study used triangulation
techniques. In conclusion, the roles of village-owned enterprises in village community
empowerment had profit-oriented purpose, for which at the end result the net income will be
shared for the benefit of the environment and the poor community members (widows and
orphans). BUMDes is not only a form of social institution but also an economic institution that
can meet the needs of the community (members). The roles played by social volunteers are such
as as promoters of change (enabler), as brokers, educators, experts, an social planners.
