Abstract

Water User Farmer Associations (P3A) or Water User Farmer Association (HIPPA) is a locally instutional organizer irrigation which is a place of water user farmer in an irrigation service farmed democratically by water user farmers and legal. Through Presidential Instruction No.3 year 1999, the Government made a policy related to the renewal irrigation management by handing over the duties, responsibilities and irrigation authority management to P3A as a making use of P3A in operational Implementation and maintenance (OP) and the irrigation sustainability.
