The technique of determining the informant using purposive sampling technique. The results showed that the model of empowerment of rice farmers carried out by the local government of Jember in the Agromaritim Upstream Program in the Field of Agriculture was a partnership empowerment model. Stakeholders in this program include the government of East Java Province, the Office of Food and Horticulture Plants, Institute for Agricultural Technology Assessment, East Java Bank, Jasindo Insurance, GAPOKTAN Mitra Tani Sejati and Farmers.
