dc.description.abstract | This article aims to describe and explain “Dialog Solutif” (solution-based dialogue) program
implementation in order to improve public welfare. The article is examined using qualitative
approach, and informants were determined using snowball sampling. Data were collected by
observation, interview and documentation. Methods of data analysis were made through the
collection of raw data, data transcript, coding, categorizing, conclusion drawing based on
temporary data, triangulation and concluding the final data. Data validity used triangulation of
sources. The analysis results showed that the implementation of “Dialog Solutif” program began
in 2006, followed by MUSPIDA and communities throghout Jember District. One of the most
frequent processes is planning on development applying Buttom up. Buttom up is a planning
based on the needs, desires and problems faced by people together with SKPD (Local
Government Unit) in order to establish a policy or decision-making and, in this case, SKPD also
serves as a facilitator. The program aims to increase regional development and public welfare. In
