Social sciences is one of the subject areas studied in primary school which aims to produce students become good
citizens, ho are able to think and to continue the culture of the nation. But in reality, there are many teachers who simply
make students as objects while learning and teachers in presenting the material less likely to use a method that involves
students. This has been one of the causes of low activity and learning outmes of the fourth grade students of SDN
Kebonsari  03  Jember  in  social  studies  learning. Therefore,  action  research needs  to  be  conducted  to  fourth  grade
elementary school students as research subjects. This study was conducted in two cycles . Collecting data in this study
used the  observation  method, interviews, testing and documentation. The purpose of this research is to improve the
student activity and learning outcomes in the fourth grade students through implementation of cooperative learning model
CIRC  (Cooperative  Integrated  Reading  and  Composition)  of  social  studies  learning  in  SDN  Kebonsari  03  Jember .
Persentase of  students activity  classically at the first cycle  was 68.8% and the second cycle increased to 73.7% with
active category . Persentase of student learning outcomes  classically  at the first cycle  was 68.9 and increased  at the
second cycle  to 76.3 with good category . The results of this  research indicated that the application of  cooperative
learning model CIRC can increase the activity and the learning outcomes of students in social studies learning of  fourth
grade in SDN Kebonsari 03 Jember.
