dc.description.abstractABSTRACK Drs. Abdul Kholiq Ashari, Msi, a lecturer at the Faculty of Social and Politic Science, who is majoring in the program of state administration science, created a model named Capacity Building of government bureaucracy which is based on local potential, page 100, 2012. Capacity building constitutes an activity of bureaucracy agency to enhance the capability in running the main duty and function effectively and efficiently in order to achieve the desired goal. The goal is mainly aiming at organization performance which is executed through the development of human resources of bureaucracy agency. The objectives of this research were; 1. Describing, analyzing, and interpreting the potential of bureaucracy agency, as well as forming organizational and local potential related to capacity building. 2. Investigating the competency of Jember government in establishing capacity building 3. Studying the factors affecting capacity building 4. Formulating the capacity building model of government bureaucracy which is based on local potential. The results of the research discovered that; 1. The potential of bureaucracy agency resource, organizational formation, and local potential in Jember is the basic asset in the development of bureaucracy agency which will potentially improve the performance if it is optimally exploited. 2 capacity building of government bureaucracy through formation, recruitment, promotion, training and education, and formal education has already increasingly affected the bureaucracy knowledge and competency. However, capacity building is mostly dominated by federal regulation, program demands, and leader’s policy. Therefore, establishing bureaucracy agency which is competent and professional needs to be based on the information derived from authentic occupation analysis result and be fairly in line with the organization’s needs. 4. Capacity building of bureaucracy agency needs to focus on affecting factors, which can be both internal factors (employee, structure, and culture) and external ones (the potential of society, nature, social, economy, and politic) as well as commitment, so that the organization will hopefully be capable of creating competent bureaucracy agency. 5. The efforts in establishing capacity building own the following characteristics: a) the efforts are based on knowledge, competency, and sufficient expertise. b) They are built based on competency standardization which is clear and consistent. c) They should potentially provide the chances of being creative and innovative in order to be capable of expressing ideas through the chances given to improve its potential. The recommendations of the research were: in order to establish capacity building of bureaucracy agency in Jember, it is important that the government be attentive particularly on local potential and the factors of social, politic, economy, and culture. In addition, it is also important to base the capacity building on the information derived from occupation analysis result in order to establish bureaucracy agent which is competent and professional.
