PARTISIPASI MASYARAKAT DAN KETERLIBATAN ELIT LOKAL DALAM PERENCANAAN PEMBANGUNAN INFRASTRUKTUR DESA DI DESA PAKIS KECAMATAN PANTI KABUPATEN JEMBER

Abstract

Aim of this research is to know process of village infrastructure development planning and local elite (subject or organizer) whose is function as agent of change. Society participation in Pakis village is on high level which is has ability to aspirate village market interest by right beauraucratic ways. Society participation raises because limitation of main need because society in Pakis village find out their main need to other village. Market limitation here stimulate them to make their own market. The background of market demand in Pakis village are distance, time and transportation because Pakis village is located far from other villages. Participation formed well both local elite and society will raise good consolidation and minimize conflict in Pakis Village. It creates horizontal participation- means society participation to explore and arrange activity panning. Every one participate one another to create annual development planning in their village. This participation is also balanced by society responsibilities to active on village discussion who are delegated by key persons of them. High participation Pakis Village society on response development planning of market village need comprehensive evaluation. This evaluation is not only focus on society participation but also on constectual impact to Pakis village economic. They who participate show that development planning direct to Community Based Development. Therefore, local elite of Pakis Village have high contribution on decision arrangement to market village development. It is showed by the elite role as movement function, mediator and problem solver on market development planning in Pakis Village. First, application of movement function can be seen from local elite roles to determine budget of market development using village budget. This commitment shows that local elite is able to motivate society so they active on market development in their village. Second, local elite as a mediator who buffer both society interest and trader association. Except them, elite is also as buffer among society, trader association, government and non government elite to discuss village market development. Third, their discussion produces the decision that the market village is need to be followed up seriously and full responsible. Responsibilities is shown by village head officer decision to insert market development planning to village budget allocation.
