Penataan Kawasan Permukiman Nelayan Berdasarkan Konsep Livable Settlement di Kecamatan Puger Kabupaten Jember
Abstract
Puger Sub-district is one of the coastal regions in Jember Regency, East Java. According to the Spatial Planning of Jember Regency 2015-2035, Puger Subdistrict is designated as a strategic area for the development of tourism and fisheries. The growth of coastal activities has led to uncontrolled settlement development without adequate basic infrastructure and facilities in accordance with the standards. These settlements support marine and fisheries functions, making them known as fishermen settlements. However, the existing conditions in the fishermen settlements of Puger Sub-district contradict the SK Bupati Jember
Number 188.45/439/1.12/2020, which states that Puger Sub-district is not classified as a slum area. The fishermen settlements in Puger Sub-district face various issues such as the lack of waste management from fishing activities, misuse of drainage
systems, accumulation of waste in the settlement area, inadequate supporting facilities and infrastructure, and high building density. Efforts are needed to create livable settlements that can address these issues in the fishermen settlements of
Puger Sub-district. The concept of livable settlement encompasses six variables: social, economic, facilities, utilities, accessibility, and physical aspects. It is expected to transform the fishermen settlements in Puger Sub-district, Jember
Regency into comfortable places for living and working within the coastal area. This research aims to provide recommendations for the arrangement of fishermen settlements in Puger Sub-district based on the livable settlement concept. The study
adopts a qualitative research method with descriptive analysis, site analysis, Analytical Hierarchy Process (AHP) analysis, and triangulation analysis techniques. Through identification and analysis, the research findings present
guidelines for the arrangement of fishermen settlements in Puger Sub-district divided into three zones: residential zone, working zone, and supporting zone based on the priority variables of facilities and utilities. These recommendations aim to
improve the quality of life and ensure sustainable development in the fishermen settlements of Puger Sub-district, promoting a harmonious and balanced coastal environment.
