Efektivitas Fungsi Lapangan Talangsari, Kecamatan Kaliwates, Kabupaten Jember sebagai Ruang Terbuka Hijau
Abstract
According to the RPJMD of Jember Regency in 2021-2026, the lack of optimal
spatial control in Jember Regency has caused land conversion which has an impact
on the decline in air quality because green open space does not meet the minimum
proportion. Talangsari Field is one of the Green Open Space Parks and Urban
Forests located in Kaliwates Sub-district, Jember Regency, and is almost
threatened by land conversion, but the surrounding community refuses because the
field has historical value and at the same time becomes a community space for
exercise. However, the existing condition of Talangsari Field does not have an
optimal function and utilization as a green open space, it is characterized by the
absence of facilities and utilities that can support the creation of ecological, water
catchment, economic, aesthetic, socio-cultural, and disaster management
functions. The purpose of this research is to determine the effectiveness of the
process of Talangsari Field and determine the strategies needed to improve the
function of the field. The method used is qualitative research with descriptive
analysis of existing conditions and triangulation analysis as a tool to formulate
strategies, while the quantitative approach uses AHP (Analytical Hierarchy
process) analysis. The results showed that Talangsari Field does not function
effectively as a green open space with an effective value of 48.74%. Based on the
AHP analysis, the indicators that are prioritized to increase their effectiveness are
recreational and sports activities space, as a shade, rainwater absorber, pollutant
absorber and absorber, windbreaker, enhancing the beauty of the environment and
cityscape, as groundwater recharge and infiltration, adding economic value to the
city environment, and as disaster management. Some of the development strategies
that were formulated were adding sports facilities, fulfilling 80% green cover,
providing blue open space, providing commercial areas, adding landscape
furniture with local wisdom, and providing gathering points as disaster evacuation
spaces.
