dc.description.abstractJember Regency is one of several areas in East Java Province that are prone to flooding. According to the 2016 Indonesian Disaster Data and Information (DIBI), floods that have occurred in Jember Regency have the highest percentage of events at 48.81% of other disaster events. Based on the book Introduction to Disaster Characteristics and Mitigation Efforts in Indonesia, disaster events continue to show an increase in both intensity and impact of losses. Therefore, disaster reduction efforts must be carried out and always improved. Historical data on flood events in several areas that have almost the same urban characteristics as the research area have a tendency to experience the same problems and losses due to flooding that has the potential to occur some time in the future in Kaliwates District, Jember Regency. This phenomenon is also a threat as well as a challenge in urban development, especially in Kaliwates District, Jember Regency. If the management is not carried out wisely, it will cause unwanted impacts and can even harm many parties. Floods that occur also have an impact on the inhibition of the pace and function of urban areas to serve the surrounding area as well as losses for the government and the community. This makes Kaliwates Subdistrict potentially vulnerable to flooding that can occur at any time. Based on the RegionalRegulation the Spatial Planning of Jember Regency, Kaliwates District, is not included in the flood-pronearea (Perda RTRW Jember Regency 2015 – 2035). This has resulted in the spatial planning strategy in theJember Regency City not paying attention to efforts to utilize space based on flood disaster management.Based on the above conditions, it is necessary to have spatial modeling using a Raster Calculator in order to determine the impact of inundation and the priority of flood disaster management strategies using theAnalytical Hierarchy Process method. The results of the modeling can be seen that the area of land use that ismost affected is in the form of agriculture and the highest priority weights for disaster management are mitigation, preparation and trial of disaster emergency management plans, observation of disaster symptoms, and implementation of spatial planning.en_US
