dc.description.abstractThis research aimed to evaluate the implementation process of retribution exemption on printing cost compensation of Citizenship Identity Card and Family License at Population and Civil Registration Department Jember Regency. This research used qualitative approach with descriptive type research design. Data analysis was performed with the interactive analysis model of Miles and Huberman divided into stages of data reduction, data display, and conclusion withdrawal. The research results showed that there was a gap that occurred at the time of service provision for population registration, because there were still rogue officers who received money as overtime pay from applicants served as brokers. This becomes a fundamental problem because the service that was initially free of retribution was charged if the applicants wanted to a quick process of the documents. Such condition made many people not feel the results or advantages and benefits of this retribution exemption policy because, according to them, the implementation was ineffective in terms of cost and time.en_US
