Praktik Electronic Procurement pada Empat Pemerintahan Daerah di Jawa Timur: Implementasi , Tantangan dan Dampaknya pada Efisiensi Belanja Daerah

Abstract

Electronic government bring new impact on the implementation of public procurement. e-Procurement has the potential to reduce and eliminate the potential for fraud and corruption in the administration of the auction process. This article is the result of research which was done by the writer and aims to unpack the implementation of electronic government procurement in four areas in east java: Surabaya, Kediri, Jember and Sampang. The finding suggest e-Procurement give positive impact on spending efficiency in east java in general, this despite the four regional government as the focus in this research still has vividly exhibit issues resistance at two important element to the process e-proc first, namely user; in this is the goods and services, / ministry institutions, SKPD, and related institution. Second, is the mediator, in this case is the Procurement Services Unit (ULP) of each Ministry, Agency,SKPD , or related institutions
