Abstract: This research aimed to analyze the Effect of Education and Training on Performance of Employee s at UPT Pengujian Kendaraan Bermotor (Technical Implementation Unit for Motor Vehicle Testing) Jember regency. This is because the agency is a public organization that has an important role in determining the eligibility of vehicle operation on the street, so they are required to always improve the capabilities and skills in order that the quality of the test results of motor vehicles can be accounted. The theory used was that of Sulistiyani and Rosida (2003: 175) statung that one way that can be undertaken in an effort of improving the performance of employees is through education and training. The research used associative causal research design, where variable X (Education and Training) affects variable Y (Employee Performance) by using a quantitative approach. Data were collected by observation, interviews, questionnaires and documentation. Data analysis used non-parametric statistic by Spearman Rank correlation test, involving 19 employees as the respondents who had attended training and education. Sampling technique used purposive sampling by particular considerations. The research results by Spearman Rank Correlation Test calculations showed that the value of rs statistic and that of Ttest were higher than that of table, that is, 0.857> 0.391 for the value of rs, and 6.847> 2.093 for Ttest value. Thus, there is an effect of education and training on performance of employees of UPT Pengujian Kendaraan Bermotor Jember
