Abstract: | Japanese government in 2014 launched a national security strategy document (NSS) and the outline of defense program in 2014 (NDPG 2014). In the document the Japanese government introduced a new concept in policy-making of Japan's defense and security , namely the concept of proactive contribution to peace. This research used descriptive qualitative method to investigate the transformation of Japan's defense policy after the cold war and the application of the concept of proactive contribution to peace by the government of Prime Minister Shinzo Abe. Data were collected by library research to obtain secondary data which were then analyzed descriptively. The results showed that what the government of Prime Minister Shinzo Abe did in applying the concept of proactive contribution to peace was to increase the independence of Japan in determining its position in the global world. The principle requires Japan to be more active in taking parts in establishing peace in the regional and international level |
