EVALUASI PENAWARAN E-PROCUREMENT MENGGUNAKAN AMBANG BATAS

Abstract

This research aimed to describe the implementation of evaluation of electronic auctions (e-Procurement) in the procurement of medical and family planning equipment of RSD (Regional Public Hospital) Dr. Soebandi Jember in 2013. The research was conducted at ULP (Procurement Service Unit) of Government Office of Jember Regency, precisely in Development Department at Jalan Sudarman number 1 Jember. The research type is descriptive with qualitative approach. Primary data were obtained by conducting in-depth interviews while the secondary data were obtained through by study documents in the research area. Furthermore, informants were selected using purposive method adapted to the problem and purposes of previous studies. Test of data validity in this study used triangulation method through bidding documents of Medical and Family Planning Equipment Procurement of RSD Dr. Soebandi in 2013, data on the auction on the Jember Regency LPSE (Electronic Procurement Service) web, Presidential Decree No. 54 of 2010, Presidential Decree No. 70 of 2012, as well as interviews with the auction participants. The results showed that there were problems in the procurement of medical equipment and Family Planning of RSD Dr. Soebandi Jember in 2013, exactly in the stage of objection period. Some auction participants asked the committee to conduct an auction again because in the stage of bid evaluation committee was not considered professional in conducting the evaluation. This was s because in the implementation, the auction committee used a new method, that is, knockout system with technical passing grade as the method of implementation
