PERAN BADAN KESWADAYAAN MASYARAKAT (BKM) DALAM PROGRAM NASIONAL

Abstract

Community Self-Reliance Agency (BKM) Mulyo Lestari is community organization formed and managed independently by people in Jatimulyo Village, District of Kauman, Tulungagung Regency. The establishment of BKM Mulyo Lestari was none other than to improve people's standard of living through the community’s active participation and initiative. The purpose of this research was to describe the roles of BKM Mulyo Lestari in National Program for Community Empowerment-Urban (PNPM MP). The research used qualitative method. Informants were determined by purposive technique. Data were collected by observation, interviews, and documentation. After collected, data were analyzed. In testing the validity of data, the research used source triangulation technique. The research findings showed that the roles of Community Self-Reliance Agency (BKM) in National Program for Community Empowerment Urban in Jatimulyo Village, District of Kauman, Tulunggung Regency) were: Participatively organizing the community: organizing the community in participatory planning; decision-making council: policy makers, promoting and upholding the values, fostering empowerment activities such as economy, environment and social, developing networks, as well as supervising the implementation process of BLM (Community Grants). The roles of BKM Mulyo Lestari in National Program for Community Empowerment Urban were as follows: 1. Participatively organizing the community: organizing the community in participatory planning, performing the roles as group coordinator and facilitator. 2. Decision-making Council: policy makers, performing the roles as facilitator and social planner. 3. Promoting and upholding the values, performing the role as facilitator 4. Growing various empowerment activities such as: in economy; performing the roles as researcher, enabler and broker; environment performing the roles as facilitator; and social; performing the roles as facilitator and broker. 5. Expanding networks, performing the role as a broker. 6. Supervising the implementation of BLM, performing the role as supervisor/ broker-quality control.
