Abstract: On May 22, 1990, North Yemen and South Yemen finally united. The unification between North Yemen and South Yemen is expected to be a country that is strong, prosperous and developed. However, as time went by, internal conflicts in the country of Yemen occurred. A group named The Rebel Al Houthi in northern Yemen that was precisely in the province of Sa'ada began a rebellion against the Yemeni government leader Ali Abdullah Saleh. The beginning of insurgency by Rebel Al Houthi was due to dissatisfaction with the government of Yemen leader Ali Abdullah Saleh who was more inclined to the United States and made discrimination and economic marginalization of the population in northern Yemen. The purpose of this research was to investigate and examine the efforts made by the Government of Yemen leader Ali Abdullah Saleh in the face of the Rebel Al Houthi. The method used was qualitative research. The research used descriptive method that will explain an event by considering the conclusion as a logical consequence of the existing problems . Ali Abdullah Saleh's government had made various efforts in dealing with the Rebel Al Houthi group by either military or peace-making approach. However, negotiations carried out also often failed because of mutual distrust between the two sides that led to the violation of the points that had been agreed until finally both sides agreed to a ceasefire by asking other countries to become a mediator.
