Abstract: The success key to national development lies on the human quality s the potential resource in the implementation of development. Therefore, efforts to realize the man with a good quality should be continuously pursued. One effort, among others, is by improving public health through the development in the field of health. Law No. 23 of 1992 on Health Article 3 states that "Health development aims to raise awareness, willingness and ability to a a healthy life for everyone in order to realize optimal degree of public health". As part of the government organization that serves the public health at lower levels, Puskesmas (Public Health Center) Rambipuji, District of Rambipuji, Jember Regency is required to continuously improve the quality of health care services with one of the spearheads in the implementation of JAMKESNAS at Puskesmas level. In order to maximize service to the wider community, Puskesmas Rambipuji as one of the public agencies always makes a variety of policies that can attract patients to utilize the services of existing health services, and all these are highly dependent on its employees, that is, by showing better and better work morale. District of Rambipuji itself is an area with a fairly large Jamkesmas card allocation, which is expected to provide facilities for poor families in accessing health services. Based on the research, JAMKESMAS had a positive effect on public health indicators including maternal mortality, infant mortality, nutritional status and health services in Puskesmas Rambipuji
