Abstract:	The setting of this research is throughout East Java Province. The population is 234 judges, but only 90 of them are taken as samples. Material and formal laws that are specialized for children are still non-exixtent in Indonesia. The prospective law that will especially be applied to children should be based on our philosophy of life. Pancasila.
