Abstract: | Na - Oogst Besuki Tobacco is one of mainstay export products Jember, but the problem then is that from year to year export volume of tobacco Besuki Na - Oogst this continuous decline in signikan . This condition in turn results in production area and the amount of tobacco production in the central area ( Jember ) also continuously decreased significantly. Based on that , the writing of this article, among others, aims to : ( 1 ) identify what are the key factors the cause of the downward trend in the volume of exports, production, and acreage of tobacco Besuki Na - Oogst from year to year ; ( 2 ) formulate alternative models of institutional policy and grand strategy that can be considered an effective and efficient marketing system is able to guarantee the domestic and international tobacco Besuki Na - Oogst today.The results of the study are: ( 1 ) The key factor (key factor) which often means that a decrease in export volume , export value of foreign exchange earnings, production, and planting acreage of tobacco Besuki Na - Oogst from year to year, among others : ( a) loss ( dissolution ) marketing system central pattern marketing system, ( b ) the emergence of the treaty agreement and the terms SRTP and Coresta, ( c ) gobal economic crisis that struck the European nation - nera, ( d ) changes in consumer behavior cigar cigar switch from large to small cigars, and ( e ) the limited company with its core bussines in cigar production and / or trading of raw materials cigars in Europe, the pattern of transaction -free production of tobacco Besuki Na - Oogst between foreign buyers / importers with local brokers, and between local broker with Na - Oogst tobacco farmers ' free ' , (2 ) Institute of ' new ' and / or the rules of the 'new ' that must be embodied existence in the formulation of alternative institutional models that can be considered effective - efficient marketing system is able to guarantee the domestic and international tobacco Besuki Na - Oogst today include: ( a) the institutions ' Tobacco Growers Cooperative Overlay - Oogst Besuki Na ' , ( b ) the rules of the ' Standard National Indonesia ( SNI ) ' tobacco products Besuki Na - Oogst ' , and ( d ) institutions ' Tobacco Consortium Exporter Besuki Na - Oogst ' . |
