Kapasitas Masyarakat dan Sistem Kerjanya Hubungannya dengan Indek Ketahanan dalam Mengurangi Risiko Bencana Alam

Abstract

The catasthrophy may cause severe suffers to the people of Indonesia. The catasthrophy may be invitable, however, we can reduce the risk of suffers by knowing the characters of the catastrophy and analizing the community's capacity. The analisys aim to indentify and describe the capacity of the community's resistance. We can early assume that the bigger people's capacity, the higher level of people's resistance on critical changes due to natural catasthrophy. The people's capacities are potencially in social relationship, economy, human resources, physic, and financial ability. Those capasities are strenghtening one another in decreasing the risks of catasthrophy, starting from the phase: Hazard mitigation, disaster preparednes, disaster respan, dan disaster recovery. Society which has adequate capacity will be able to form defense in facing the prompt changes (in catasthrophy). Society with high capacity of defense can anticipate the possibilities that may happen and respond quickly for process of recovery once the catasthrophy happens.
