dc.description.abstractGeneral election is one of the implementations of citizen’s political rights. The political rights require non intervention from state while the government is also required to fulfil such right as part of its responsibilities. However, there are many violations in local and general elections. One of them is the lack of experience and performance of General Election Commission (KPU). The problem illustrates that the application of general and local elections may reduce citizen’s civil and political rights. This paper is going to show that the implementation of citizen’s civil and political rights depends on the willingness and ability of political party to fulfill its function and responsibility. One of its functions is to disseminate citizen’s political rights.en_US
