Abstract: Fire is uncontrollable which means out of human ability and expectation. Fire becomes a big problem and can also be said to have been one of the frightening threats to human life. In a company, it is essential to set fire prevention and control in forms of active fire protection system, passive fire protection system, fire response system, and human resources. The objective of this research was analysis the implementation of fire emergency response system at PT Pembangkit Jawa Bali (an electrical generation state-owned enterprise for Java-Bali region) of Generation Unit Paiton, Probolinggo. This research was a descriptive research by case study approach. Data collection was carried out at one time, that is, in the interview. Respondents of this research were 68 employees and an informant who was a Senior Field Supervisor of Occupational Safety and Health at PT Pembangkit Jawa Bali of Generation Unit Paiton, Probolinggo. This research was conducted at PT Pembangkit Jawa Bali of Generation Unit Paiton, Probolinggo. The variables were active fire protection system, passive fire protection system, fire response system, and human resources. The results showed that the active fire protection system (detection and alarm systems, fire water system, light fire extinguisher, mobile fire extinguisher) had been implemented well, but there were problems in inspection associated with the number of employees which was not in accordance with the equipment that should be inspected. Passive fire protection systems (construction, length of evacuation, number and characteristics of the building occupants, the use of building, exit, emergency stairs, and distance) had been performed well, but the condition of emergency stairs was not perfect because they were still in state of open and not fire-resistant. Fire response system had been good due to the implementation of fire response procedures and fire response organization system that had been well-organized, but the socialization of fire response procedures still needed improvement. Human resources had fair knowledge and skill of emergency response procedures. Thus, it can be concluded that the implementation of fire emergency response system at PT Pembangkit Jawa Bali of Generation Unit Paiton, Probolinggo has been good but still needs improvement and rearrangement to make it better and better.
