Bringing mathematics closer to the students' world is one way that can be done to attract students' interest in learning mathematics. Provide practice questions that raise contextual problems can trigger students to think using mathematical literacy skills. The purpose of this study is to describe the process and results of the development of environmental theme mathematics literacy test questions that meet valid and reliable criteria as well as the results of the conversion of students' mathematical literacy levels. This type of research is Development Research with the Thiagarajan development model which consists of 4 stages, namely definition, design, development, and dissemination. Question development begins from validated the preliminary draft of the test package, then continued by tested the questions to students to find out the reliability value of the test questions. The validity test was conducted by 3 validators with the results of the validity value of question number 1 V_a=4,9; number 2 V_a=4,75; number 3 V_a=4,8; number 4 V_a=4,8; number 5 V_a=4,8; and number 6 V_a=4,8. The test subjects in this study are junior high school students grade 9. The reliability test was conducted in a field test was attended by 20 students. The results of the reliability analysis showed the value of r_11=0,768 with high interpretation. The students' math literacy level is 20% of students at level 1; 30% of students are at level 2; 15% at level 3; 15% of students at level 4; 5% of students at level 5; and 15% of students at level 6. Question packages that have passed the validity and reliability test are distributed offline and online.en_US
