dc.description.abstractThe implementation of the Digital Population Identity (IKD) policy is carried out to follow the application of information and communication technology regarding population digitalization, increase the use of population digitalization for the population, simplify and speed up public or private service transactions in digital form, and secure IKD ownership through an authentication system to prevent counterfeiting and data leak. Jember Regency Population and Civil Registration Service as the implementing agency in charge of Population Administration matters. This research aims to describe the implementation of the Digital Population Identity policy at the Jember Regency Population and Civil Registration Service. The concept used in this research is the concept of policy implementation from George C. Edward III (2003). To describe the implementation of the Digital Population Identity (IKD) policy, researchers used 4 critical factors that influence the success or failure of implementation (communication, resources, disposition, bureaucratic structure). This research method uses a descriptive qualitative approach through interview, observation and documentation techniques. To test the validity of the data, researchers used triangulation of sources and techniques in testing data validity. In this research, researchers used data analysis techniques, namely data condensation, data presentation, and drawing conclusions or verification The Jember Regency Dukcapil Office is facing several challenges, especially related to understanding technology among the community, the availability of facilities for the community such as smartphones which are a tool for using the IKD application, and massive outreach from the center to other institutions has not yet been carried out. With the problems that occur, the Jember Regency Dukcapil Disdukcapil is trying to overcome them by socializing and activating the IKD application directly by going to the field, such as government agencies and the general public. This was done to overcome people's concerns and difficulties in using the IKD application.en_US
