Abstract: This research describes the background of Recep Tayyip Erdogan's decision-making regarding Turkey's withdrawal from the Istanbul Convention on the protection of women on July 1, 2021. The author uses the Decision Making theoretical framework which is the main topic to answer the reasons behind Erdogan's withdrawal after 10 years of joining the Istanbul Convention.. In accordance with the theory explained by Valerie M. Hudson, the role of interest groups in policy making can be seen as the result of domestic political actors. The internal demands of the Turkish people themselves were carried out while influencing the political practices of the Erdogan government. The author sees how Erdogan as a leader with strong Islamic character along with the party he brings, namely the AKP, has formed an Islamic government in Turkey. Continued lobbying efforts regarding the Istanbul Convention which damaged traditional Turkish family values influenced the Turkish government to consider withdrawing. Besides that, Erdogan wants to restore his conservative voter base and to restore popularity that had sunk.
