Abstract: Kediri Regency has natural tourism, cultural tourism, artificial tourism and interest tourism which have the potential to be used as tourist destinations. Artificial tourism in Kediri Regency includes Siman Reservoir, Bendung Gerak Park, Ubalan Water Resources Tourism Park. Siman Reservoir is a tourist destination located in Siman Village, Kepung District, Kediri Regency. The Siman Reservoir has tourism potential and attractiveness, but in the process of its development, the Siman Reservoir faces many weaknesses and challenges. One of them is the problem of the availability of existing infrastructure and facilities. This research was conducted to determine the existing conditions in Siman Reservoir tourism by using descriptive analysis and then determining the priority factors causing the lack of optimal existing facilities and infrastructure so as to formulate a development strategy. Analitycal Hierarchy Process (AHP) method to find out the priorities of stakeholders and Importance Performance Analysis (IPA) to find out the priorities from visitor perceptions. Based on the calculations from the AHP analysis, it is obtained that the main variable comparison of facilities and infrastructure has the same value, namely 50%. Then from the indicators that produce the highest score, there are 6 indicators between accessibility with a value of 28.1%, travel agents 20.5%, security 17.3%, tourist transport companies 16.9%, accommodation 16.5% and tourism objects 15, 1%. Meanwhile, from the IPA calculation, the suitability level is 65.53% and for producing in the priority quadrant I there are 5 indicators, namely Travel Agents, tourist transportation companies, accommodation, shopping spots and trash cans. In the SWOT analysis, the development strategy is in quadrant I (aggressive strategy) with the X axis (2.63) and Y axis (1.72). The results of the development have great potential by utilizing the factors of strength and opportunity.
