Bangsring Underwater (Bunder) ecotourism in Wongsorejo District, Banyuwangi Regency has become a popular tourist destination in Banyuwangi due to tourism development efforts that are combined with attempts to preserve the marine and land environment. People who are members of the Samudra Bakti Fishermen Community of Bangsring Village play an important role in encouraging the development of Bunder ecotourism. In the study of public administration, public participation is a part of participatory governance which encourages policy-making decision garnered from their contribution through the ideas and actions they take. Although many research related to community participation in the development of regional potential has been carried out, a study related to community participation in the development of coastal ecotourism is still very limited. To respond to this research gap, this study aims to examine community participation in developing marine ecotourism in Bangsring Under Water (Bunder) Bangsring Village, Wongsorejo District, Banyuwangi. The research design used in this study is a retrospective case study research design. This research was conducted in Banyuwangi Regency. This research involved participants who were actively and directly involved in the development of ecotourism-based tourism in Bangsring village. Data collection techniques in this study were conducted through interviews with participants. The semi-structured interviews were arranged using interview guidelines based on the model of community participation in tourism development by Marzuki and Hay. Based on the research results, the data shows that community participation in the development of ecotourism in Bangsring village is developed through changes in the fishermen's mindset, synergy with stakeholders, and the formulation of policies related to the development of ecotourism by the community.en_US
